Ted Rebarber is CEO and founder of AccountabilityWorks, a nonprofit education organization whose mission is to assist states, schools, and parents in implementing proven practices and high-quality assessment and accountability systems. AW developed and administers a sophisticated online assessment system for school or home testing, including in arithmetic, reading, and English language for English Learners (EL). AW also develops policy research analyses and proposals, including reform cost analyses, differential and performance-based compensation, program evaluation, state academic standards, and testing. Prior to AW, Rebarber was co-founder and Chief Education Officer of Advantage Schools, Inc., a charter school management company operating in 10 states that gained high achievement outcomes with disadvantaged students. Rebarber served as a legislative and communications director for a senior Member of Congress and was the main staff author of federal charter schools and school choice legislation for the District of Columbia. He worked on school design and test development at Edison Schools, had responsibility for standards-based reform and research-based practices at the U.S. Department of Education in the George H.W. Bush Administration, and researched education policy at the Vanderbilt Institute for Public Policy Studies. He has testified before Congress and numerous state legislatures and authored a number of articles and publications.
