Jim Stergios shares Pioneer Institute’s perspective on the Strategic Plan being developed by the Fiscal and Management Control
Board. Please allow me to make a few observations on “Strategic Planning Update, September 26, 2016,” the 23-page slide deck that has
been made publicly available. The deck includes a comprehensive set of considerations, so I will provide comments in the order of the pages and
elements of the Plan. I would note up front that some of the elements fall outside of Pioneer Institute’s areas of expertise (e.g., preparation for the
impacts of climate change).
