Pioneer Institute Urges Caution as Legislature Considers New Restrictions on Ballot Initiatives
As Massachusetts lawmakers consider proposals that would make it more difficult for citizens to place questions before voters, Pioneer Institute is urging caution.
Pioneer Institute believes that policy change should occur primarily through the legislative process. However, the initiative petition process remains an important safety valve when citizens believe elected officials are not addressing their concerns.
In a letter to Representative Mike Day, Executive Director Jim Stergios argues that the initiative petition process was created during the Progressive Era as a safeguard when legislatures proved unwilling to address pressing public concerns. Noting that Massachusetts already has one of the nation’s most restrictive initiative petition systems, he questions whether additional barriers will further limit citizen participation while strengthening the relative advantage of powerful, well-funded interests.
