Work and Welfare in Massachusetts: An Evaluation of the Et Program

A detailed critique of the 1983 Massachusetts Employment and Training Choices program (ET) aimed at increasing the job skills of welfare recipients. The author’s analysis shows that instead of saving taxpayers money as advocates claim, ET has been costly and has contributed little or nothing to a reduction in the welfare caseload in Massachusetts.
